The Department of Engineering and International Relations (DERI)
DERI is Archilux's strategic department, focused on coordinating and executing engineering projects and managing partnerships and international relations. It acts as a bridge between technical expertise and global cooperation, developing integrated solutions that serve both the domestic market and multilateral initiatives. DERI is also responsible for the bidding department , ensuring Archilux's strategic participation in public and private contracts.

The Board of Directors is Archilux's governance and strategic decision-making body. Led by Engineer Kossi N. Aziagba, it is responsible for planning, institutional development, contract management, and representing the company with clients, government agencies, and international partners. Our public activities are guided by the constitutional principles of legality, impartiality, morality, publicity, and efficiency (Article 37 of the Federal Constitution). Our participation in public tenders strictly adheres to Law No. 14,133/2021, its supplementary rules, and the specific regulations of each contracting entity. We value fair competition, transparency in administrative acts, and technical quality as pillars for delivering works and services aligned with the public interest.
LEGAL BASIS
Our actions follow Law No. 14,133/2021 and the mandatory planning of public procurement.
Art. 18 – “Contracting must be preceded by planning, which will include the preparation of the Preliminary Technical Study (ETP) and the Terms of Reference or Basic Project [...]”.
Art. 20, §1º – “The ETP must contain elements that characterize the need for hiring and the most appropriate solution, in accordance with the established guidelines.”

We operate based on Law 14.133/2021
Starting with a demand diagnosis to justify the need for hiring, followed by an evaluation of technical and economic alternatives (benchmark, CAPEX/OPEX) and the justification of the most advantageous solution.
These steps are included in our agenda as objective phases: Survey → Analysis → Technical Committee, with quick checkpoints and formal registration in the ETP.
We then identify risks (technical, deadlines, budget, regulatory) and define mitigation, incorporating everything into the Terms of Reference/Basic Project.
On the agenda, this occurs at the Risk Gate and in Drafting/Cross-Review, ensuring clear, traceable documents ready to bid with legal certainty.
Under Law No. 14,133/2021, the document must present a description of the need for the contract, the requirements of the desired solution, an analysis of possible solutions, and justification for choosing the most appropriate alternative.
Additionally, it must include estimates of costs and necessary resources, the identification of risks to the contract and technical and economic feasibility studies, ensuring an objective basis for the Terms of Reference/Basic Project.
Preliminary Technical Study
Preliminary Technical Studies (ETP) are documents required by Law No. 14,133/2021 that demonstrate the viability of a public contract.
They assess the real need, identify and analyze available alternatives, compare solutions (costs, deadlines and benefits) and justify the choice that will support the Terms of Reference or Basic Project, ensuring transparency and technical basis.
At Archilux Engenharia e Arquitetura Ltda, we carry out end-to-end ETP : we begin by diagnosing demand and gathering requirements; we map the market and technical alternatives; we prepare technical-economic comparisons (costs, deadlines, benefits, TCO); we analyze risks and feasibility; and we conclude with a well-founded recommendation.
We deliver a dossier with technical justification, cost and resource estimates, performance criteria, and a decision matrix — a direct basis for the TR/Basic Project and for audits.
Emergency Contract — How it works at Archilux
In situations of imminent risk, interruption of essential services or damage to public property, Archilux uses direct emergency contracting provided for in Law No. 14,133/2021 (art. 75, VIII).
Our actions are limited to what's necessary to address the problem and comply with the legal deadline, always with technical justification and transparency. We prepare a detailed report and technical opinion; define the minimum scope, deadlines, and estimated budget (SINAPI/SICRO and quotations); conduct price research and negotiations to demonstrate advantage; formalize the contract (contract/order) and begin execution with inspection, measurements, and a construction log.

We handle all aspects of employee registration, registration, and workplace safety if required by contract. The construction department at Archilux Arquitetura e Engenharia Ltda. , outsources only the construction work, not the labor, which is the employees. Contact us today to get your questions answered.
Please note: We do not provide or lend employees. After the outsourcing phase of the project or contract, we make our employees available to fulfill that contract.
Confusion between the terms temporary labor and outsourcing is still very common.
However, the differentiation is made by Law 6,019/74, which regulates temporary labor, in addition to the specific characteristics that only temporary work has.
Outsourced labor is characterized by the fact that the company hiring the outsourced employees is responsible for providing the labor and equipment for the work to be carried out.
As for temporary workers, they will be able to use the equipment of the company where they are providing services.
Another interesting point about outsourcing is that the contracting company and the service provider must have different activities, for example: the contracting company is an accounting firm and the service provider is a company specializing in electrical services. However, in temporary labor, the companies can be in the same industry.
They may also be required to perform their duties to implement a new system, replace employees undergoing training, or work in other company units. It's common for these temporary workers, once properly trained and integrated, to become part of the company, hired as regular employees.

Step 1: Kickoff Meeting
Our initial meeting is led by the Archilux team, who meet with the client to map out the project's context (whether it's a building report or a new project), discuss expectations, deadlines, and budget, and gather all necessary preliminary documents and information. During this meeting, we validate the scope of services and align the schedule for the next steps, always integrating the DEAI guidelines into the building reports. Step 2: Drafting the Project Outline
Based on the information gathered at the initial meeting, ARCHILUX, in conjunction with its architecture firm, begins creating the project outline. Step 3: Preparation of Precautionary Reports, Presentation and Adjustments

Our Sketch is the first stage of the project development process. During this process, our team conducts a preliminary assessment of the client's needs, analyzes the characteristics of the land or existing building, and proposes initial solutions through studies, sketches, and preliminary designs.
This phase allows us to assess the technical and aesthetic feasibility of the proposal, serving as a basis for the development of the executive project.
Reform or Habitation Reports
Issued by ARCHILUX, the report aims to identify and document construction problems, such as leaks, cracks, subsidence, peeling of coverings, and failures in plumbing or air conditioning systems. Each anomaly is analyzed for its origin and severity, accompanied by an estimate of the costs and scope of necessary repairs. This report serves as a basis for planning and budgeting corrective interventions.
In the case of Habite-se, the document is obtained through DEAI, which works directly with the city hall or the agency responsible for the city or arrondissement where the project was carried out. DEAI guarantees that the Habite-se permit will be obtained within 15 days after completion of the project.
Precautionary Reports
The ARCHILUX Precautionary Report aims to ensure that all interventions carried out in a building — such as demolitions, layout changes and installation of new equipment — comply with ABNT standards, local regulations and the original approved project.
During the inspection, our technical team evaluates: The correct execution of demolitions and renovations; The compatibility of modifications with the existing structure and systems; The quality of materials used; Compliance with minimum safety distances; Preservation of the building's overall performance

ARCHILUX performs technical inspections on structural elements such as foundations, columns, beams, slabs, and retaining walls. Through visual assessment, surveys, and structural calculations, we identify pathologies such as cracks, corrosion, and differential settlements, proposing solutions such as reinforcement, resin injection, or specific rework.
When diagnosing leaks, we use watertightness tests, inspection cameras, and dye tracking to accurately locate hidden leaks. The resulting report guides the elimination of moisture, the replacement of damaged components, and the improvement of the performance of hydraulic and drainage systems.
Neighborhood Inspection
ARCHILUX conducts a Neighborhood Inspection before construction begins to document, with technical precision, the current condition of neighboring properties. Using photographs, detailed descriptions, and drones with high-definition cameras, we record cracks, leaks, displacements, and other apparent conditions that could generate future litigation.
This report protects the contractor against undue accusations of damage caused by vibrations, excavations, or soil movements. It also serves as a reference for future maintenance and legal support, when necessary.

God has certainly performed great wonders in my life, and one of them is Archilux Arquitetura e Engenharia Ltda. In our fifth anniversary year, we have established ourselves as a benchmark in São Paulo in the areas of maintenance, renovations, inspections, supervision, management, and civil construction, thanks to the speed and quality of our projects and, above all, the unity of all who drive our company forward. Linked to the São Paulo State Civil Construction Industry Union, Archilux has four departments—Maintenance and Renovations, Inspections, External Relations, and Architecture (the latter headquartered in Togo)—and faces financial challenges without ever losing focus on leaving a positive and sustainable legacy for the future.
